  State water managers ordered the deepest water-use cutbacks ever across South Florida on Thursday and started the formal process of extending restrictions year-round.

  But they warned that might not be enough to stop rapidly worsening conditions that threaten to destroy crops, spark wildfires, taint coastal drinking water wells from Lake Worth to Homestead and drain life from lakes, rivers and the marshes of the Everglades.

  Carol Ann Wehle, executive director of the South Florida Water Management District, urged people not to dismiss the drought after two rainy days -- especially in Miami-Dade County, where it came down so hard the National Weather Service issued a flood warning 12 minutes before water managers announced the tougher restrictions.

  "While this rain is certainly welcome," Wehle said, "it's just a drop in the bucket."
